Who qualifies for NJ ANCHOR?
For the 2025 benefit year, you generally must have been a New Jersey resident who owned or rented and occupied your principal residence on October 1, 2025. The income limits are:
- Homeowners: 2025 New Jersey gross income of $250,000 or less.
- Renters: 2025 New Jersey gross income of $150,000 or less.
- The property must generally be subject to local property taxes.
- Renters should have their name on the lease or rental agreement.

What is the ANCHOR benefit?
For the 2025 benefit year, paid in 2026, the benefit amounts are:
- Homeowners with income up to $150,000: $1,500.
- Homeowners with income from $150,001 through $250,000: $1,000.
- Renters age 64 or younger: $450.
- Renters age 65 or older: $700.

PAS-1 Senior Freeze: Who, what, when, why, and how
Who qualifies for Senior Freeze?
The Senior Freeze, formally called the Property Tax Reimbursement Program, is generally available to New Jersey residents who meet all applicable requirements and are:
- Age 65 or older as of December 31, 2025; or
- Receiving federal Social Security or Railroad Retirement disability benefits as of December 31, 2025.
- The applicant must generally have owned and occupied the same principal residence since December 31, 2022.
- The home must be subject to property taxes.

What does Senior Freeze reimburse?
Senior Freeze is not a flat payment. It generally reimburses the difference between the property taxes paid in the base year and the qualifying property taxes paid in the application year, subject to program rules and limitations. PAS-1 versus ANCHOR: Which should I use?
Use the following framework:
- Use ANCHOR if you owned or rented and occupied your New Jersey main home on October 1, 2025 and meet the applicable income limits.
- Use PAS-1 if you meet the Senior Freeze age or disability requirements, the home-ownership and residency requirements, and the income thresholds.

- Begin at the organization’s website where ID.me is required, such as the NJ Property Tax Relief Portal.
- Select Sign in with ID.me.
- Select Create a wallet if you do not already have an account.
- Enter your email address, create a strong password, confirm your email, and set up multi-factor authentication.
- Verify your identity using one of the available methods:
- Self-service document upload and video selfie.
- Short video call with an ID.me agent.
- Other verification options offered during the process, including in-person verification when available.
- Review the information-sharing prompt and select Allow so the verified information can be sent to the New Jersey portal.
Have a driver’s license, state identification card, passport, Social Security information, and other requested documents available.
